It is permissible to recite the Quraan without wudhu.
 ويباح له قراءة القرآن لما روي أن رسول الله صلى الله عليه و سلم كان لا يحجزه من قراءة القرآن شيء إلا الجنابة

It will be permissible to touch the mobile phone without wudhu, however it will not be permissible to touch the actual text that appears on the screen of the mobile phone without wudhu.
