Assalaamu `alaykum waRahmatullahi Wabarakatuh
Cases like yours’ occur when one’s circumcision was not done appropriately. Therefore we recommend you to consult a doctor or sexologist and discuss the issue with him.
When cleaning the private part special care should be taken that all impurities should be removed.
بدائع الصنائع - وَيَجِبُ إيصَالُ الْمَاءِ إلَى دَاخِلِ السُّرَّةِ لِإِمْكَانِ الْإِيصَالِ إلَيْهَا بِلَا حَرَجٍ ، وَيَنْبَغِي أَنْ يُدْخِلَ أُصْبُعَهُ فِيهَا لِلْمُبَالَغَةِ ، وَيَجِبُ عَلَى الْمَرْأَةِ غَسْلُ الْفَرْجِ الْخَارِجِ ؛ لِأَنَّهُ يُمْكِنُ غَسْلُهُ بِلَا حَرَجٍ . وَكَذَا الْأَقْلَفُ يَجِبُ عَلَيْهِ إيصَالُ الْمَاءِ إلَى الْقُلْفَةِ وَقَالَ بَعْضُهُمْ : لَا يَجِبُ ، وَلَيْسَ بِصَحِيحٍ لِإِمْكَانِ إيصَالُ الْمَاءِ إلَيْهِ مِنْ غَيْرِ حَرَجٍ
