is it permissable to read quran off ones computer screen while not in the state of wudhu?

Answer :

In the name of Allah, Most Gracious, Most Merciful
Assalaamu `alaykum waRahmatullahi Wabarakatoh
Wudhu is required to touch the Quran. If one is reading from memory or reciting off ones computer screen then wudhu is not required, however it is mustahab (preferable). If, however, one is in the state of janabah (ritual impurity i.e. in a state which necessitates ghusl) then he cannot read the Quran even without touching it until he does ghusl.
 
قـال في حاشـية ابن عابديـن: وأما الأولى فتحصل بنية أي عبادة كانت ، سواء كانت مقصودة لا تصح إلا بالطهارة كالصلاة وكالقراءة للجنب ، أو غير مقصودة كذلك كدخول المسجد للجنب ، أو تحل بدونها كدخوله للمحدث ، أو مقصودة وتحل بدون طهارة كالقراءة للمحدث - رد المحتار )ج1/ص458 ( دار المعرفة
 
قـال في الدر: وصفتها فرض للصلاة وواجب للطواف ، قيل ومس المصحف للقول بأن المطهرين الملائكة ، وسنة للنوم ، ومندوب في نيف وثلاثين موضعا ذكرتها في الخزائن - الدر المختار )ج1/ص206 ( دار المعرفة
 
وقـال في الشــامية: ( قوله : وصفتها ) أي الطهارة...الى قولـه...( قوله : ذكرتـها في الخزائن ) ذكرها في مكروهات الوضوء ، فمنها عند استيقاظ من نوم ، ولمداومة عليه ، وللوضوء على الوضوء إذا تبدل المجلس ... الى قوله... وقراءة - رد المحتار )ج1/ص206 ( دار المعرفة
