Question Summary:
Who has to do Qurbaani and who has to refrain from cutting the hair and nails in the 10 days of Zil-Hijjah?

Question Detail:

1.) If Qurbaani is obligatory on both my wife and I, should we give separate Qurbaanis or is one enough? Does the head of the family only have to do Qurbaani for himself or for each member of his family?
2.) Should every person on whose name Qurbaani is given (sacrifice of goat or cow) follow the rule of not cutting the hair and nails?

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

Each adult member of the household on whom sadaqat-ul-fitr is waajib (meaning the person who has wealth equal to the Nisaab of Zakah) would have to make his/her separate Qurbaani. You don't have to make Qurbaani for your small children who are not baaligh (the age of maturity).1

It is desirable (mustahabb) for every person on whose name the Qurbaani is given that he/she should not cut his/her hair and nails until after the Qurbaani. However, if the hair under the arms and in the pubic region has not been cut for 40 days then one should cut the hair. 2

If the nails are too long, and there is risk of injury then one should cut them.
