Assalāmu ῾alaykum wa Rahmatullāhi Wabarakātuh
If a person reads surah naas in the first raka’at, then in the second raka’at he should recite surah naas as well, so long as he is not making a khatam (completion) of the Qur’an. If he is making a khatam then he should recite from surah baqarah in the second raka’at.
It will be permissible to read the the same surah or aayat twice in the same salaah, however to do so unnecessarily is disliked (Makruh Tanzeehi). If it is done unintentionally or forgetfully, there is no harm in this. One should always remember that the surahs should be recited according to the same order of the Qur’an as this is the most preferable.
