Pelting before Zawaal on the 11th and not spending the night in Mina?

Question Detail:

Assalam o alaikum. Alhamdulillah i have performed hajj this year. I have 2 questions about which i am unsure what to do. 
1. I performed rami on the 11th zilhaj before zawal time. What is the ruling on this and whether there is a fatwa now which allows to do so. Whether there is any damm(penalty) applicable on this. How much time do you have to pay the damm in makkah ?
2. My mother was with me during this journey. She was exhausted and had a throat infection which is why she couldn't walk anymore and stayed outside of Mina on the night of 12 zilhaj. Is there any damm applicable on this or what else is the solution. 
I will appreciate a response as quick as possible.

Answer :

In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
May Allah grant you and your mother the barakah of an accepted Haj. Ameen.
It is waajib (compulsory) to pelt after Zawaal on the 11^th and 12^th of  Zul-Hijjah. The pelting before Zawaal on the 11^th and 12^th was invalid. The pelting had to be repeated after Zawaal
If it was not repeated, then damm (penalty) has to be paid. The damm is to slaughter a goat, sheep or 1/7 of a camel in the Haram.
You may also appoint someone to do the damm on your behalf. It is preferable to be done immediately, however, there is no specified time to do it.[i]
Spending the night in Mina is a great Sunnah and should not be left  without a valid excuse, However there is no Damm if left out[ii].
