Assalaamu `alaykum waRahmatullahi Wabarakatoh
She is allowed to make a low bun towards the back of her head. Rasulullah (S.A.W.) disliked the high bun that resembles the hump of a camel.
Yes, she may wear sandals out of her house in this case.
