In the name of Allāh, Most Gracious, Most Merciful
Assalāmu ῾alaykum wa Rahmatullāhi Wabarakātuh The hadith you are referring to is as follows; It is mentioned on the authority of ‘Abdullah ibn ‘Amr ibn al-‘As Radiyallahu Anhu that the Prophet Sallalahu Allaihi Wassallam said: لاَ يَرْكَبُ الْبَحْرَ إِلاَّ حَاجٌّ أَوْ مُعْتَمِرٌ أَوْ غَازٍ فِى سَبِيلِ اللَّهِ فَإِنَّ تَحْتَ الْبَحْرِ نَارًا وَتَحْتَ النَّارِ بَحْرًا “ No one should sail on the sea except the one who is going to perform Hajj or Umrah ,
or the one who is going to fight in Allah's path for under the sea there is a fire , and under the fire there is a sea ” .
(Sunan Abi Dawood, H.M.Saaed , Pg.337)[1]
(Mishkaatul Massabih, Qadeemi, Pg 333) This hadith has been classified weak by many Muhaditheen (Commentators of the hadith), like Imam Bukhari and Allamah Badrudeen Aini (Rahimahumullahu Rahmataw Waasiatan) and many others. (Bazlul Majhood, Maktaba Qasmiyah, Vol. 4, Pg. 197)[2] (Umdatul Qari, Maktabah Rashidiyah, Vol. 14, Pg. 87)[3] The commentators of hadith have different views with regards to the permissibility of travelling by sea. Some Muhaditheen mention that one could travel by sea for any of the below reasons.
1) Going for haj or umrah 2) Going for jihad 3) Travelling by sea to earn a halal lively hood.
Qadi khan Rahmatullahi allai mentions that an intelligent person would not consider it appropriate by placing his life into destruction, accept in matters of deen by which he could gain close proximity to Allah Ta’ala.[4]
Allamah Faqih Abul laith Samarqandi Rahmatullahi allai mentions if one is sure that travelling by sea is safe then only should he proceed for the journey of haj, or else he has a choice to remain behind.[5]
Allamah Baydaawi Rahmatullahi allai (Author of Tafseer Baydaawi) mentions that the ocean has the ability to change its motion and strength by which a traveller could face great destruction, ‘so if need be then only should a person proceed on a journey by sea’.[6]
Allamah Abu Bakr Razi Aljassas Rahmatullahi allahi mentions that one could only travel if one is going for Haj, Umrah , Jihad or travelling by sea to earn a halal lively hood.
He mentions that if any one of the above passes away in this path, then only would one be classified as a Shaheed (martyr).[7]
Allamah Khalil Ahmed Saharapuri Rahmatullahi allahi mentions that in our times the smoke ships are made huge and very safe, so there is a lesser chance of harm by travelling in them.[8]
It is clear from the above that the basis for the ruling of permissibility and non permissibility of travelling on sea is ones safety.
Travelling on big ships is permissible as it is generally safer than small boats. However travelling on small boats is unsafe due to the dangers associated with such boats.
We understand cruises are conducted through high tech boats and are generally safe. From that angle, it is permissible to travel in such boats. However, there are other considerations of non permissibility in boat cruises which are designed solely for entertainment and joy. There are many evils and vices such as Intermingling of sexes, Semi Nudity, Cinemas, Casinos, Belly dancing, Pubs and Bars etc. which are found on these cruises.
It is not permissible to undertake boat cruises due to the above mentioned haram acts conducted in cruise voyagers. And Allāh Ta῾āla Knows Best Wassalāmu ῾alaykum Ml. Luqman Hansrot,
