Is Mina part of Makkah or not?

I was going through q&a fatwa no. 23794 wherein u have stated that mina is not part of makah. but the recent fatwa of darululoom deoband is mina is apart of makkah, and if u have not stayed for 15 days prior to going to mina an if ur stay is for 15 days in makkah, still u have to perform 4 rakat an ur not allowed to do qsar. ref of this fatwa is in masail hajj & umrah by maulana rafath qasmi, so it will be of great help to everyone if u check it. as many mufti hazrath have signed on this fatwa.

Answer :

In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh. 
Respected brother,
While we acknowledge that the respected ‘ulamaa’ and muftis referred to in your question hold that Minā is included in the precincts of Makkah [1], the Darul Iftaa adopts the contrary view on the grounds of its assessment and analysis of the evidence. The Jam‘iyat al-Mufteen (Board of Muftis) of South Africa, a body comprising of eleven Darul Iftaas headed by competent and senior muftis, concluded, after an extensive analysis of this issue, that Minā and Makkah are two separate towns. Accordingly, one will shorten his prayers if he remains in Makkah for less than fifteen days before proceeding to Minā. [2]
This is a valid difference of opinion amongst competent muftis. You are advised to choose a reliable mufti and seek all Hajj related verdicts only from him.

وَإِذَا عُرِفَ هَذَا فَنَقُولُ: إذَا نَوَى الْمُسَافِرُ الْإِقَامَةَ خَمْسَةَ عَشَرَ يَوْمًا فِي مَوْضِعَيْنِ فَإِنْ كَانَ مِصْرًا وَاحِدًا أَوْ قَرْيَةً وَاحِدَةً صَارَ مُقِيمًا؛ لِأَنَّهُمَا مُتَّحِدَانِ حُكْمًا، أَلَا يُرَى أَنَّهُ لَوْ خَرَجَ إلَيْهِ مُسَافِرًا لَمْ يَقْصُرْ فَقَدْ وُجِدَ الشَّرْطُ وَهُوَ نِيَّةُ كَمَالِ مُدَّةِ الْإِقَامَةِ فِي مَكَان وَاحِدٍ فَصَارَ مُقِيمًا وَإِنْ كَانَا مِصْرَيْنِ نَحْوَ مَكَّةَ وَمِنًى أَوْ الْكُوفَةِ وَالْحِيرَةِ أَوْ قَرْيَتَيْنِ، أَوْ أَحَدُهُمَا مِصْرٌ وَالْآخَرُ قَرْيَةٌ لَا يَصِيرُ مُقِيمًا؛ لِأَنَّهُمَا مَكَانَانِ مُتَبَايِنَانِ حَقِيقَةً وَحُكْمًا
