I would like to ask whether it is permissable for women to cut their hair shorter if it falls below her hips? In other words what is the actual length that the hair of a woman must be kept?
Answer :
In the Name of Allah, the Most Gracious, the Most Merciful. As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh. In principle, it is prohibited for a woman to cut or trim her hair.[1] The scholars have only granted leniency in this matter in cases of genuine medical need where the woman either suffers from an illness or has a condition which cannot be treated without cutting her hair.[2] However, some senior `Ulamā' have permitted a woman to cut her hair up to the length of the hipbone in situations where keeping very lengthy hair becomes unsightly in front of others.[3] As such, there is no length that “must be kept”; rather, women should continue to lengthen their hair without cutting any portion of it except where Sharī`ah has specifically commanded them to do so such as the case of `Umrah and Hajj or when there is a genuine need.
