Question Summary: How should a person clean himself after using the toilet if there is no water in the bathroom? Question Detail:
I work for an IT company and currently deputed in CHINA for a long term appointment. The toilets here do not have water but only tissue paper. I am finding it very hard to clean after urination & excretion. I initially clean the impurities with the tissue paper and then flush the western toilet twice. Finally use the water that comes out of the flush (not the one that remains) to wet the tissue paper and do a final clean. I am not that confident if this is allowed, but I have no other go other than this. Please advise.

In the Name of Allah, the Most Gracious, the Most Merciful. As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh. It is preferable that you take a bottle of water with you to the bathroom and use it after relieving yourself. If you do not have a bottle of water with you, then you may simply take tissues and wet them under a tap before going to the toilet. Nevertheless, if the bathroom does not have a sink and you have no other option than to use the water which comes out of the toilet after flushing, then in such extreme situations you may use the new water to wet the tissues provided that there are no impurities left over inside the toilet bowl after flushing.
