Answer :
In the Name of Allah, the Most Gracious, the Most Merciful. As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh. The concept of prolonged engagements is foreign to Shariah. It was the practice of the Prophet sallallahu alaihi wa sallam and the Sahabah radhi Allahu anhum that they would wed as quickly as possible when a match was found. Furthermore, it is absolutely forbidden (haram) for a person to unnecessarily interact with a non-mahram woman (a non-mahram is that woman with whom marriage is permissible.)
Shariah has closed all the doors that may lead one to commit illicit sins. This is why Allah the almighty states in the Holy Quran: "And do not even come close to fornication!" (Al-Israa'/ verse: 32)
The relationship you have established with this girl is completely impermissible and illegitimate. Shariah only gives a person permission to see a prospective spouse once. Any further contact after this initial sighting is impermissible let alone keeping in touch by calling and texting each other. Sending each other pictures of oneself is undoubtedly, absolutely unacceptable and unpermitted and for a person to question this is audacious! If you wish to be with this girl, speak with your parents and ask them to get you married as soon as possible; along with your brother if not earlier. An engagement is merely an agreement that the parties will marry in the future. It does not change the fact that you are both strangers to each other in the light of Shariah and certainly does not make interacting with one another permissible. As for whether calling each other and sending each other pictures comes under fornication, then yes, it does. Rasulullah sallallahu alaihi wa sallam is reported to have said: “The zina (fornication) of the eyes is looking (at something impermissible), the zina of the ears is listening (to something impermissible)… and the zina of the tongue is talking (saying something impermissible, or TO someone one is not permitted to speak with).”[i] You should repent to Allah for all the times you have unlawfully spoken to the girl and make a firm intention to never commit this sin again.
