When should one start praying qasr Salaah?

1. I am living in Taif saudi arab. tell me should i pray qasr if i travel to Makkah and want to stay less than 15 days. distance from Taif to Makkah is 98 kilometers. and what about prayers in Arafat and Mina.
2. What about my prayers DURING TRAVEL if i start travelling to a place like Pakistan from Taif but want to stay one month in pakistan.i know that i will be muqeem in Pakistan.

In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
 
1)     In principle, if a musaafir is staying in a city for less than fifteen days, he will have to pray qasr.[1] In the case in reference, your entire trip amounts to less than fifteen days. As such, you will have to pray qasr salaat the entire trip.
2)     In the case in reference, you will be regarded as a musaafir from the time you leave the city of Taif until you enter your city of iqamaah.[2]
