can I quote a half verse from Quran or not? For example people usually omit the “Qala” from verses of Surah Ta’ha (25-28). Here is a snapshot

Answer :
In the Name of Allah, the Most Gracious, the Most Merciful. As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh. The word “qāla” prior to the du‘ā of Musa ‘alaihis salam means, “he said.” As such, if one intends to make du‘ā or refer to the du‘ā, then the word “qāla” will not be read.
