Can I wear a underwear in Hajj to hold the tissue in place? Question Detail:
I have been trying to submit 2 questions but always miss the timing schedule and have been unable to find answers in your old fatwas. please could you provide answers to the following: 1)at hajj is it possible to use underwear to hold tissue as after going to bathroom a lot of drops keep coming up to 15/30 mins for which the brother normally uses tissue and will walk about and do certain exercises to expel remaining drops before doing istinja and wudhu.( istibrar has not been effective in ridding of extra drops). 2) if in past did not make qurbanis but had enough money(nisab) is it possible to make qurbanis now for those previous years from 5 to 10 years back?
Answer :
In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
At the outset, we wish to point out that it is not necessary to go through such extreme measures in order to free yourself of the urine drops. The simple method of Istibraa is more than adequate to rid yourself of any excess drops.[1]
However, you may use a underwear in the state of Ihraam to overcome your difficulty. In that case you will have to give Sadaqah (half saa’ of barley which is 1.625kg or its value).[2]
We advise that you use a langot (unstitched cloth) or adult diapers in that case Sadaqah will not be necessary.[3]
If you have missed any Qurbanis in the past, then you will need to pay the value of those animals in Sadaqah.[4]

و في أقل من يوم وليلة صدقة ، كذا في المتون {غنية الناسك في بغية المناسك ص 251)
( قوله وفي الأقل صدقة ) أي نصف صاع من بر ، وشمل الأقل الساعة الواحدة أي الفلكية وما دونها خلافا لما في خزانة الأكمل أنه في ساعة نصف صاع وفي أقل من ساعة قبضة من بر . ىبحر ، ومشي في اللباب على ما في الخزانة ، وأقره شارحه ، واعترض بمخالفته لما ذكره الفقهاء . رد المحتار ج 2 ص547 ايج ايم سعيد)
