Who is the most suitable to be Imam? Question Detail:
Please tell me who is allowed / selected to be Imam for Farz Namaaz. We have an older Alim, and a Hafiz-e-Qur’aan and a young boy of 12 years with 12 Juz hifz. Give me Fatwa to whom Hadith allows for Imamat.
Answer :
In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
Salaah is one of the most integral aspects of Deen. Therefore, great care has to be taken in performing Salaah. The quality of the Imam, his knowledge and Taqwa has a great impact on the quality of the Salaah. Therefore, the Imam must be chosen with a great sense of the quality of the congregation’s Salaah.
In the enquired case, you did not state any background of your community’s preference for a particular Imam. Therefore, our response will be based on general principles of Shari’ah:
If your community already has a suitable Imam with whom the general community is happy, then it is advisable to let him continue serving them despite there being other people who are more learned than him.[1]
If the community do have an Imam but are not pleased with him and wish to replace him with another Imam who is more suitable, then they may do so. But in doing so, the honour of the Imam should be upheld and his service to the community highly appreciated.
If the community has no Imam at all and wish to appoint one, then they should choose one who is most knowledgeable with regards to matters pertaining to Salaah. If the people are equal in this regard, then the one who is well-versed in the Qur’aan.[2]
As for the Imamat of a young boy, if he has not attained physical maturity (baligh), then the Imamat of such a boy is not permissible.[3]

والأحقّ بالإمامة تقديماً على من حضر معه بل نصباً اي للإمام الراتب الأعلم بأحكام الصلوة فقط و إن كان غير متبحر في بقية العلوم و هو أولى من المتبح(رد المحتار ، ج 1 ، ص 557 )
ثمّ افضل هؤلاء اعلمهم بالسنة و افضلهم ورعاً و اقرؤهم لكتاب الله تعالى و اكبرهم سنّاً ( بدائع الصنائع ، ج 1 ، ص 669 )
امام اعلم اور اقراٰ ، اورع ہونا چاہےٗ یعنی شرعی مسائل کا علم زیادہ رکھتا ہو اور قرآن شریف صحیح پڑھتا ہو اور متبع شریعت اور پابند سنت ہو۔ (فتاوی محمودیہ، ج ۶ ، ص ۳۳ ، ادارۃ الفاروق)

يؤم القوم أقرؤهم لكتاب الله فإن كانوا في القراءة سواء فأعلمهم بالسنة فإن كانوا في السنة سواء فأقدمهم هجرة فإن كانوا في الهجرة سواء فأكبرهم سنا ولا يؤم الرجل في سلطانه ولا يجلس على تكرمته في بيته إلا بإذنه (صحيح مسلم ، ج 3 ، ص 181 ، دار ابن رجب )
