Answer :
In the Name of Allah, the Most Gracious, the Most Merciful. As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
1. To give Azan at a grave site is not permissible. It has no basis and is an act of innovation. 2. Talqeen is to mention the words of kalimah in order to encourage the one who is in the throes of death to mention it. Talqeen should not be done at the grave site. If the people of an area have the practice of making Talqeen at grave sites then one should not object against this practice. At the same time one should not initiate the act of Talqeen at a place where it is carried out. And Allah Ta’āla Knows Best Mawlana Ali bin Cassim
