Yes, it is permissible for the boy to marry the girl’s younger sister (ie his foster sister’s sister) as long as she did not breast feed from the boy’s mother. (Al-Hidaya, vol 2, pg 351,Shirkiyya / Fatawaa Rahimiyya, vol 8, pg 251, Dar Al-Isha’at)
 
 
ويجوز أن يتزوج الرجل بأخت أخيه من الرضاع لأنه يجوز أن يتزوج بأخت أخيه من النسب وذلك مثل الأخ من الأب إذا كانت له أخت من أمه جاز لأخيه من أبيه أن يتزوجها (الهداية,2351)
