Can one take items left near a bin or outside someone`s house?

Question Detail:

A Salam o alikum are you allowed to take items near a bin or near someone's house in the front of their house because most of the time it's in good condition and it's useable condition

Answer :

In the Name of Allah, the Most Gracious, The Most Merciful.

As-salaamu `alaykum wa-ramatullahi wa-barakatuh.

If it is generally understood that the owner does not want those items and he would not mind anyone taking those items, then it is permissible to take such items.^[1]

And Allah Ta`ala Knows Best.
