Salaam, I want to know if one intentionally masturbates....will his fast be nullified?, furthermore is there a penalty of keeping 60 fasts etc..?

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuhu
The purpose of fasting is to exercise restraint against the Nafs (lower carnal – self) and inculcate Taqwa. One should not give in to one’s Nafs and deprived oneself from that. One should make a firm intention to refrain from such a heinous act and make Tawbah (repentance) and Istighfar (forgiveness). Kindly refer to various articles on askimam.org related to the matter.
 
Your question refers, such an individual’s fast will be invalidated and will have to make up one Qadha fast for every missed fast. There is no Kaffarh (expiation) for such a scenario. (Fatāwa Rahimiyyah, Vol.7, Pg.262, Dārul ῾Ishā῾at)
