Question Summary:
Using someone else’s ticket to avoid paying

Question Detail:

Sometimes when i don't have enough funds to get a bus ticket to get myself to work, I'll borrow my friends instead of buying like everyone else and, when I'm driving to work, I use my uncle's disabled badge which, gives him parking anywhere in the city for free (it requires no photograph), and not buy a parking ticket from the machine.Is this sinful since I'm somewhat cheating the city's council, and the bus company of potential profits, but their price are extortionate.If it's sinful, am i required to make a payment of compensation to both of them?

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
Muslim citizens residing as minorities in non-Muslim countries should conduct themselves as responsible citizens and abide by the laws and codes of the country. Do not take the law in your own hands and do not violate them.
Using your friend’s tickets or your uncle’s disability badge to avoid paying is not permissible. You will have to compensate the council and the bus company.
 If you feel the prices are exorbitant, you should consider consulting the council and explain your situation so that they could decrease them due to your financial constraints. You should adopt all legal avenues without resorting to lies and deception.
